Job Summary:
Under limited supervision, the Court Bailiff provides and maintains order in the courtroom. Establishes a safe and secure environment for Judges, court personnel, and visitors. The Court Bailiff has contact with participants in each of the courts. Bailiff duties include assisting the Tribal Probation department and to provide support for internal and external interactions with participants of the court. This position is responsible for helping maintain good working relationships with the fire department, police department, probation department(s) and other community partners. The Court Bailiff is responsible for responding to high risk activities and resolving incidents in a timely and safe manner. This position is performed in a professional security setting and is responsible for operations that support the Kenaitze Indian Tribal and Wellness Courts. The Court Bailiff is responsible for duties that are traditionally performed by sworn department of justice officers.
Essential Functions:
- Performs bailiff duties including, but not limited to; patrolling and securing the court building, escorting Judges, establishing and maintaining order while court is in session.
- Conducts security surveillance on facility property; patrols buildings and grounds, maintains building security.
- Inspects protection devices and fire control equipment.
- Warns violators of safety and security rules, and contacts proper authorities during incidents of persons engaging in hostile or criminal acts.
- Controls access to facilities and enforces visiting procedures within scope of authority.
- Protects crime scenes and secures evidence.
- Implements emergency procedures when appropriate or as directed.
- Responds to and assists with medical emergencies, alarms, and other security related occurrences.
- Sounds alarm and calls police or fire department as required.
- Renders first-aid and Basic Life Support as a first responder.
- Prepares log entries and incident reports according to established department guidelines.
- Conducts investigations as assigned.
- Supports Tribal Court operations including, but not limited to; home inspections, UA/BAC testing, welfare checks and prisoner observation and prisoner transport.
- As a qualified Security Agent, Security duties will be performed based on the needs of the Tribe.
Qualifications:
- Minimum High school diploma, preference for Criminal Justice degree.
Experience:
- Two or more years in Law Enforcement or;
- Two years or more as a Bailiff/Security Officer in a professional security setting. This experience was gained while performing duties that required a higher level of responsibility, training, and certification than that of a Security Guard or;
- Four years or more of applicable military service or;
- A combination of all of the above.
- Previous experience with emergency response action plans.
License/Certification:
- Must possess certification in Basic Life Support within three months of hire.
- Must possess the Basic Certification and Advanced Certification from the International Association for Healthcare Security and Safety within one year of hire
- According to the needs of the organization, some incumbents in this job class may be required to obtain other specific technical certifications.
- Must be minimum of 21 years old.
- Must possess valid Alaska Driver License and remain insurable under the Tribe's insurance policy.
Special Skills:
- Knowledge of standard Security and Safety concepts and procedures.
- Knowledge of first aid, cardiopulmonary resuscitation and other emergency response procedures.
- Skill in responding to security emergency situations.
- Skill in establishing and maintaining effective working relations with co-workers, and the public.
- Excellent communications, both verbal and written, for documenting written reports.
- Strong conflict resolution skills.
- Ability to think independently, problem solve and implement solutions to address unclear situations.
- Knowledge and experience working with Alaska Native/American Indian people.
Disqualifiers:
- Any legal, moral, physical, or other factor and/or consideration that would prevent the applicant from meeting the requirements of the Alaska Police Standards Council. (Examples: felony or domestic violence convictions.
