General Functions:
The HR Business Partner/Sr. HR Business Partner (HRBP/Sr. HRBP) serves as a strategic advisor. Partnering with designated business units, the HRBP/Sr. HRBP connects HR strategy to operational goals, bringing consultative expertise across talent acquisition, employee relations, performance management, and compliance to build an employee-oriented, high-performance culture grounded in CITC's core values.
Working in partnership with CITC's people, the HRBP helps attract, develop, and retain talent that advances the organization's mission and fulfills its endless potential. The HRBP maintains a strong understanding of the assigned unit's goals, culture, and landscape, and is expected to formulate cross-functional partnerships across HR that deliver measurable value to management and employees alike.
Duties and Responsibilities:
HR Business Partner
- Advise business unit leaders on talent acquisition strategy, workforce planning, and market trends, translating organizational goals into actionable hiring plans.
- Partner with hiring managers throughout selection, screening and referring qualified candidates to support lasting hires and pathways for emerging talent.
- Ensure hiring practices are consistent, equitable, ethical, and compliant with CITC policy and applicable law.
- Collaborate with hiring managers on offer strategy, including salary, incentives, start dates, and key terms, balancing fiscal stewardship with competitive, equitable pay.
- Contribute to new hire orientation and onboarding, connecting new employees to CITC's mission from day one.
- Develop and review job descriptions for accuracy, clarity, and compliance.
- Coach supervisors and employees through performance concerns with empathy and accountability, identifying root causes and sustainable solutions.
- Serve as a responsive, trusted point of contact for supervisors and employees, treating everyone with dignity and respect.
- Meet regularly with assigned departments to build partnerships, share guidance, and address issues before they escalate.
- Monitor legislative and regulatory developments and advise HR leadership on implications and recommended action.
- Communicate HR policies, procedures, and legal requirements clearly to all audiences, integrating conduct and compliance expectations into daily operations.
- Partner with department leadership on performance management, setting clear standards and providing HRIS tools that support accountability.
- Support HR audits and quality assurance, participate in staff meetings and training, and provide backup coverage for HR administrative functions, including reception.
- Provide HRIS troubleshooting and guidance, removing obstacles to effective system use.
- Perform other related duties as assigned.
Sr. HR Business Partner
- Perform all duties and responsibilities above with an advanced level of proficiency.
- Serve as acting HR manager when the manager is unavailable.
- Drive continuous improvement in processes and systems, balancing stability with innovation.
- Support program leadership with data analysis, reporting, file reviews, scheduling, training, and escalated policy issues.
- Model respectful, relationship-centered leadership as an approachable problem-solver who builds alignment across departments.
- Serve as subject matter expert and mentor, developing others with professionalism, discretion, and confidentiality.
- Lead special projects and engage in strategic, organization-wide initiatives that advance CITC's mission.
Job Specifications:

- Demonstrated timeliness, adaptability, and group facilitation skills.
- Strong working knowledge of FMLA, EEO, ADA, FLSA, and other federal and state employment laws.
- Demonstrated understanding of the social, health, educational, training, and cultural needs of the Alaska Native and American Indian community, and commitment to CITC's mission.

Minimum Qualifications:
- Employment is contingent upon completion of satisfactory state and federal fingerprint criminal background check.
- Bachelor's degree in Human Resources, Business Administration, Organizational Development, Psychology, or a related field. Relevant experience may substitute for the educational requirement on a year-for-year basis.
- PHR/SHRM or equivalent certification, or willingness to obtain certification.
- Valid Alaska driver's license, insurable under CITC's automotive insurance, which requires the driver to be at least 21 years of age and to have held a license for at least three years.
HR Business Partner
- Three (3) years of progressively responsible experience in Human Resources encompassing all HR disciplines, including Employee Relations, Recruiting, Benefits Administration, and Training and Development.
Sr. HR Business Partner
- Five (5) years of progressively responsible experience in Human Resources encompassing all HR disciplines, including Employee Relations, Recruiting, Benefits Administration, and Training and Development.
- Two (2) years of supervisory or demonstrated leadership experience.
Preferred Qualifications:
- Two (2) years of experience in an Alaska Native Corporation, Alaska Native non-profit setting, or organization serving Alaska Native and American Indian people.
Physical Requirements:

- May require prolonged periods of sitting at a desk and consistently working on a computer with repetitive motion.
- The need to occasionally move around the office to access filing cabinets, storage cabinets, and office equipment may be necessary.
- Must be able to lift up to 25 pounds occasionally by utilizing proper lifting techniques and working in a safe manner.
