General Functions:

The Leadership Development Partner/Sr. Leadership Development Partner works with the Human Resources leadership team to lead initiatives that advance CITC's Generative Leadership Model and help our people fulfill their endless potential. This position develops training, facilitates organization-wide supervisor and manager development, co-creates leadership development plans, and implements performance and engagement initiatives aligned with CITC's mission and values. The Sr. Leadership Development Partner performs these functions at an advanced level, leading CITC's leadership development strategy, succession planning, and advanced training while serving as a strategic advisor to senior leadership and a subject matter expert to HR staff.

 

Duties and Responsibilities:

Leadership Development Partner

  • Build trusted relationships with supervisors and managers to identify development needs and support career pathways.
  • Partner with leadership to create growth opportunities aligned with the Generative Leadership Model.
  • Develop and facilitate consistent supervisor and manager training that connects policies and procedures to CITC's values and competencies.
  • Partner with department leadership to develop and monitor Generative Leadership plans.
  • Use evaluation data to measure impact and continuously improve curriculum and delivery.
  • Maintain supervisor and manager training records and report regularly to leadership.
  • Identify and close gaps in training content to strengthen consistency, performance, and safety.
  • Partner with the L&D Manager on innovative training, mentorship, and recruitment initiatives that expand employment opportunities for Alaska Native and American Indian people.
  • Co-design performance, development, retention, and engagement initiatives with the L&D and HR teams.
  • Maintain communications and intranet resources that keep supervisors and managers informed.
  • Maintain confidentiality and model ethical conduct in accordance with applicable regulations and policies.
  • Serve as secondary facilitator of new hire onboarding and cultural orientation, fostering belonging and connection to CITC's mission.
  • Provide administrative and facilitation support to the L&D team.
  • Perform other related duties as assigned.

Sr. Leadership Development Partner

  • Perform all Leadership Development Partner duties with advanced proficiency and sound, ethical, independent judgment.
  • Lead CITC's leadership development strategy, translating organizational priorities into measurable goals aligned with the Generative Leadership Model.
  • Lead succession planning that builds leadership pipelines and advances Alaska Native and American Indian people into leadership roles.
  • Develop and facilitate advanced training for managers, directors, and senior leaders.
  • Advise senior leadership on leadership capability, development needs, and readiness for change using data-informed recommendations.
  • Conduct organization-wide needs assessments and lead improvements that strengthen the quality and impact of leadership development programs.
  • Lead cross-departmental projects, building stakeholder alignment and managing timelines and resources responsibly.

Job Specifications:

  • Excellent facilitation, advising, and influencing skills, with the ability to build alignment across all organizational levels.
  • Excellent written, verbal, and presentation skills, including advanced grammar, vocabulary, editing, and proofreading.
  • Strong analytical skills, with the ability to identify patterns and themes in quantitative and qualitative data to drive program improvement.
  • Ability to build strong internal and external relationships and foster collaboration across business units.
  • Demonstrated strategic thinking, innovation, problem-solving, and sound independent judgment.
  • Strong knowledge of current leadership development strategies, programs, and best practices, and a belief in every person's potential to grow.
  • Proficiency in Microsoft Office and Adobe software.
  • Demonstrated understanding of the social, health, educational, training, and cultural needs of the Alaska Native and American Indian community, and commitment to CITC's mission.

Minimum Qualifications:

  • Employment is contingent upon completion of satisfactory state and federal fingerprint criminal background check.
  • Valid Alaska driver's license and insurable under CITC's automotive insurance, which requires a driver to be at least 21 years of age and have had a driver's license for at least three years.

Leadership Development Partner

  • Bachelor's degree in Organizational Development, Leadership, Human Resources, Instructional Design, Business Management, or a related field. Relevant experience may substitute for the education requirement on a year-for-year basis.
  • Two (2) years of experience in a work setting focused on serving Alaska Native/American Indian people.
  • Three (3) years of progressively responsible experience focused on leadership development and training or a related field, including a management or supervisory role with increased leadership responsibility.

Sr. Leadership Development Partner

  • Bachelor's degree in Organizational Development, Leadership, Human Resources, Instructional Design, Business Management, or a related field. Relevant experience may substitute for the education requirement on a year-for-year basis.
  • Two (2) years of experience in a work setting focused on serving Alaska Native/American Indian people.
  • Five (5) years of progressively responsible experience focused on leadership development and training or a related field, including a management or supervisory role with increased leadership responsibility.
  • Professional certification in adult learning, instructional design, and/or project management.
  • Demonstrated ability to conduct needs assessments and improve processes.

Preferred Qualifications:

  • Master's degree in Organizational Development, Leadership, Human Resources, Instructional Design, Business Management, or a related field.

  • May require prolonged periods of sitting at a desk and consistently working on a computer with repetitive motion.
  • The need to occasionally move around the office to access filing cabinets, storage cabinets, and office equipment may be necessary.
  • Must be able to lift up to 25 pounds occasionally by utilizing proper lifting techniques and working in a safe manner.
