Job Title: Behavioral Health Clinical Director

Job Summary: Job incumbent provides clinical direction and oversight for all Behavioral Health clinical operations.

Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.Representative Duties: Under the general supervision of the Behavioral Health Director, job incumbent will be assigned from the following representative duties:
1. Oversees clinical and rehabilitative services provided by the Division of Behavioral Health, to the extent permissible by state law, agency policies, or contractual arrangements.
2. Collaborates with clinical supervisors to provide direction, consultation, and training for all Behavioral Health clinical staff.
3. Collaborates with Behavioral Health Director and Deputy Behavioral Health Director to establish performance goals and to evaluate overall clinical staff performance.
4. Reviews clinical appropriateness of documentation produced by Clinical Supervisors, and via collaboration with Clinical Supervisors, reviews the appropriateness of documentation produced by all other clinical staff.
5. Collaborates with Behavioral Health Director and Behavioral Health Deputy Director to develop, revise, and implement Behavioral Health operating procedures.
6. Collaborates with Behavioral Health Management Team to maintain compliance with all State, Federal, and accreditation standards (such as those set forth by CARF).
7. Collaborates with Behavioral Health Management Team to identify, design, implement, and continuously improve services related to TCC's mission and strategic goals.
8. Attends educational meetings, training sessions, and other assemblies as needed.
9. Serves as a liaison with State agencies, payer organizations, mental health services providers, and advocacy organizations to develop/maintain partnerships that serve to support TCC's mission strategic goals.

Minimum Qualifications:
1. Master's Degree from an accredited university in psychology, counseling, human development, or related field. Licensure required.
2. Six years of applicable work experience, with at least 4 years of experience in the administrative and clinical supervision and management of a behavioral health program.
3. Possess knowledge of the theories and approved practices and procedures used in the treatment of children, youth, and adults with mental health/substance use disorder diagnoses.
4. Experience with Medicaid billing.
5. Must pass background check pursuant to federal Indian Child Protection and Family Violence Prevention Act requirements.
6. Must pass background check pursuant to Alaska DHSS and federal Indian Child Protection and Family Violence Prevention Act requirements.
Knowledge, Skills & Abilities:
1. Experience and education regarding provision of a variety of behavioral health services to adults, children, and adolescents, to include familiarity with: service provision, DSM V diagnosis, severely emotionally disturbed children, chronic mental illness, dual diagnosis and integrated treatment for substance abuse and mental illness, treatment planning, treatment coordination, case management, consultation, routine charting, Medicaid regulations, and professional reports. Familiarity with Fairbanks area, Interior Regional, and statewide mental health services and substance abuse treatment providers.
2. Cross-cultural treatment skills and knowledge of Alaska Native cultures and traditions preferred. Familiarity with the culture and needs of individuals of Alaska Native descent.
3. Strong computer skills using electronic health records and scheduling systems, and Microsoft Office applications.
4. Strong verbal communication, analytical and interpersonal skills required.
5. Must have initiative and prioritizing skills.
6. Must work as part of a team providing quality care.
7. Knowledge and ability to adhere to Health Insurance Portability and Accountability Act (HIPAA) and 42 CFR Part 2 confidentiality regulations.
8. Experience identifying and implementing evidence-based practices.
9. Program development, evaluation, solid organizational skills, and public speaking.
10. Knowledgeable of and proficient in conflict resolution skills, and assisting others with conflict resolution.
Supervision: This position supervises Behavioral Health Clinical Supervisors.
Physical demands: May be exposed to certain conditions, conditions include but are not limited to: travel by small aircraft, vehicle, lack of running water, poor heat, sleeping on floors, and exposed to adverse weather conditions. Job incumbent must be able to physically travel by air and vehicle. Must be able to push, pull, lift and carry up to 40 pounds in support of equipment and supplies. Must be able to work in a busy and sometimes stressful environment.
Summation: Job incumbent will benefit from using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems.
