General Functions:
The Director/Senior Director of Recovery and Reentry Services provides strategic leadership and programmatic and clinical oversight for all Recovery and Reentry Services (R&R) programs at CITC. This position works in close partnership with the department leadership team to achieve goals and expectations established by the Board of Directors and Chief Clinical Officer, ensuring full compliance with State regulations and CARF standards. Working in partnership with our people, this role develops opportunities that fulfill our endless potential by promoting culturally responsive, trauma-informed behavioral health services for Alaska Native and American Indian participants. The position is essential to CITC's mission by ensuring integrated, high-quality care is accessible across all R&R programs while sustaining organizational growth and community impact.
Duties and Responsibilities:
- Provide leadership and strategic direction to all Recovery and Reentry Services programs, ensuring alignment with CITC's mission, vision, and values.
- Lead strategic planning, organizational development, and sustainability efforts for all R&R programs and treatment services.
- Plan, measure, and implement CITC organizational goals and outcomes in collaboration with department and organizational leadership.
- Develop, track, and balance annual budgets in collaboration with the CITC Finance team, managing multiple funding streams with strong financial acumen.
- Design and implement protocols for administrative systems including quality assurance, systems audits, and billing revenue generation.
- Engage with private and government funders to negotiate, implement, and report on grants and contracts, ensuring timely submission of all required documentation.
- Oversee adherence to and maintenance of Commission on Accreditation of Rehabilitation Facilities (CARF) certification guidelines and all applicable state and federal regulatory requirements.
- Ensure compliance with confidentiality regulations including 42 CFR, HIPAA, and all applicable state and federal laws, policies, and statutes.
- Oversee the hiring process, staff supervision structure, and ensure clinical staff maintain required licenses and certifications per clinical delivery requirements.
- Maintain confidentiality according to all state and federal regulations, policies, and procedures.
- Develop, revise, and maintain operational policies and procedures to support program fidelity and data assurance.
- Collaborate with CITC Department Directors, the Committee on Quality Assurance (CQM), grant evaluators, and allied community-based agencies to ensure integrated care delivery.
- Promote cultural and traditional elements in program delivery and treatment plans, demonstrating strong advocacy for Alaska Native and American Indian community needs.
- Lead system-level planning and innovation across R&R programs, applying national and international best practices in addiction treatment and behavioral health.
- Provide advanced clinical leadership and mentorship to supervisory staff, supporting workforce development and organizational sustainability.
- Drive strategic relationships with state, federal, and community partners to expand program reach and resource development.
- Serve as a senior organizational spokesperson and advocate for Recovery and Reentry Services at the community, state, and national levels.
- Step up into the acting Chief Clinical Officer role as necessary and perform all related duties as assigned.

- Demonstrated ability to interpret and apply state and federal policy, laws, and statutes applicable to behavioral health services.
- Thorough knowledge of program and grant budgeting, billing services, and alternative business models for program sustainability.
- Strong organizational, leadership, and partnership skills with demonstrated ability to coordinate multiple activities and meet deadlines.
- Demonstrated ability to supervise staff and provide effective clinical direction, including individual and group supervision.
- Demonstrated ability to develop comprehensive work plans for short, mid-range, and long-term projects.
- Strong public speaking and technical writing skills with ability to communicate effectively with all levels of management, staff, regulatory, and funding authorities.
- Unquestionable personal code of ethics, integrity, and confidentiality with adherence to applicable codes of ethics for behavioral health licensure and certification.
- Demonstrated knowledge and understanding of the social, health, educational, training, and cultural needs of the Alaska Native and American Indian community.

Minimum Qualifications:
- Continued employment is contingent upon completion of satisfactory state and federal fingerprint criminal background check.
- Maintain all credentials in current and up-to-date status.
- Willingness to travel.
Director, Recovery & Reentry Services
- Master's degree or higher in Social Work, Psychology, Counseling, Human Services, Substance Abuse Counseling, Addiction Counseling, or a closely related behavioral health field.
- Current Alaska clinical license in designated field (e.g., LPC, LCSW, LMFT) at the time of hire.
- Minimum seven (7) years of progressive experience in behavioral health settings, including program oversight, budget management, grant administration, or related leadership responsibilities.
- Minimum five (5) years of clinical supervisory experience, including provision of individual and group supervision.
- Minimum two (2) years of experience delivering trauma-informed care services.
- Minimum two (2) years of clinical experience within a multidisciplinary treatment environment.
- Obtain Qualified Addiction Professional (QAP) approval within three (3) years of Provisional Provider Application approval.
- Obtain LPC Board-approved supervisor credential within one (1) year of hire.
- Obtain Chemical Dependency Counselor Supervisor (CDCS) certification through the State of Alaska within three (3) years of hire.
Senior Director, Recovery & Reentry Services
- Meets all qualifications required for Director of Recovery & Reentry Services.
- Minimum ten (10) years of progressive experience in behavioral health, including program oversight, budget management, grant administration, and system-level leadership.
- Minimum seven (7) years of clinical leadership experience in behavioral health, substance use treatment, or related service areas.
- Current Alaska Chemical Dependency Counselor I (CDCI) certification or higher.
- Training and/or certification in evidence-based trauma treatment modalities (e.g., EMDR, somatic therapies, TF-CBT, Brainspotting).
- National and/or international certification in addiction treatment or substance use disorder services (e.g., Master Addiction Counselor [MAC] through NAADAC).
Preferred Qualifications:
- Experience working with Alaska Native and American Indian populations with working knowledge of their values, belief systems, and cultural practices.
- Experience in state and/or federally funded behavioral health grant programs.
- Alaska Chemical Dependency Counselor I (CDC I) certification.
- Current LPC Board-approved supervisor credential.
