General Functions:

The Chanlyut Program Supervisor is responsible for oversight of all support positions, safety and security, and 24-hour coverage of the Chanlyut program and facility, with overall responsibility of all day-to-day operations at the residential program, including daily schedules, transportation, and participant activities aligned with CITC's vision, mission, and program goals. This position ensures adherence to federal and state regulations while utilizing the Therapeutic Community (TC) program model to provide comprehensive residential treatment services. Working in partnership with our people, the Program Supervisor helps develop opportunities that fulfill our endless potential by coordinating support services necessary for successful transitions and ensuring compliance with all applicable standards and guidelines. The role requires strong leadership and organizational skills to manage staffing shifts, oversee work therapy departments, and maintain facility operations that support participant recovery and wellness outcomes.

  • Responsible for staff and participants' adherence to day-to-day schedule according to the Therapeutic Community (TC) program model.
  • Ensure all positions adhere to federal and state regulations, including but not limited to food regulations, health and safety regulations, OSHA standards, Commission on Accreditation of Rehabilitation Facilities (CARF) accreditations, and State and Federal guidelines.
  • Utilize Therapeutic Care model, manuals, and orientation binders according to standards.
  • Coordinate the provision of support services necessary for a successful transition, including case management for employment, housing, and counseling as needed.
  • Oversee work therapy departments ensuring responsibilities and daily tasks are adhered to the Therapeutic Care model and completed safely and efficiently.
  • Provide training and oversight of medication policy, ensuring medication is appropriately disposed of or stored.
  • Ensure participants' medication and self-administrative procedures are followed in compliance with all State, Federal, and CARF guidelines.
  • Ensure all administrative responsibilities are completed and appropriately delegated amongst program support staff.
  • Supervise all cooking functions and employees to prepare menus, ensure kitchen equipment and sanitation are maintained, and meet all regulatory requirements.
  • Supervise program drivers and ensures all transportation needs for the program are met under Recovery Services program procedures.
  • Ensure staff follow Trauma-Informed and Motivational Interviewing (MI) techniques.
  • Ensure the facility is clean and supplied for care and services according to organizational guidelines.
  • Provide on-call assistance and assume Program Support Specialist and transportation duties when needed.
  • Work in collaboration with the Program Manager to provide training and oversight needed to assure compliance with the Chanlyut program model.
  • Maintain a working relationship with referral sources and intake coordinator to support appropriate intakes and waitlist for the Chanlyut program.
  • Responsible for managing all staffing shifts and coverage for the facility.
  • Attend and provide staff support for relevant community events.
  • Maintain confidentiality according to regulations, policies, and procedures.
  • Perform all related duties as needed and assigned.
  • Excellent verbal and written communication skills.
  • Demonstrated ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations.
  • Knowledge of cultural and spiritual values and how they relate to Alaska Natives and American Indians.
  • Demonstrated ability to oversee and coordinate delivery of services meeting dosage and patient care requirements.
  • Demonstrated ability to supervise staff and offer effective clinical direction.

  • Demonstrated ability to use advanced word processing, spreadsheets, and other relevant software.
  • Demonstrated ability to coordinate multiple activities.
  • Must maintain confidentiality at all times while displaying a professional demeanor.
  • Ability to actively participate in CITC privacy training and protect participant information in accordance with CITC privacy policies, procedures, and practices as required by federal and state law, with understanding that failure to comply may result in disciplinary action up to and including termination of employment.
  • Understanding that participant information may only be accessed to the extent necessary to complete job duties and shared on a need-to-know basis with those who have job responsibilities related to treatment, payment, or other CITC operations.
  • Responsibility to report, without threat of retaliation, any concerns regarding CITC's policies and procedures on participant privacy and any observed practices in violation of policy to the designated Privacy Officer.
  • Employment is contingent upon completion of satisfactory state and federal fingerprint criminal background check.
  • Associate's Degree in Sociology, Social Work, Psychology, Counseling, or related field. Relevant experience may substitute for the education requirement on a year-for-year basis.
  • Two (2) years of facility management or oversight experience.
  • Two (2) years of experience supervising employees.
  • Current ServSafe certificate and Food Handler card or ability to obtain in 3 months.
  • Ability to lift a minimum of 50 pounds.
  • Valid Alaska driver's license and insurable under CITC's automotive insurance, which requires a driver to be at least 21 years of age and have had a driver's license for at least three years.
  • Associate Safety Professional Certificate or ability within a year of employment.
  • Primarily works in an office setting, with extended periods of time at a desk and on a computer.
  • Regularly sit, stand and walk for extended periods of time.
  • May assist in facilitating recreational and subsistence activities, often outdoors.
  • May assist in a commercial kitchen environment.
  • Able to lift 50 pounds.
