Summary:
Under general supervision, installs, tests, and maintains hardware and cabling infrastructure for a large complex integrated communications system; supporting voice, data, voicemail, pager, radio and call center services; as required, for the senior positions, coordinates the work of outside contractors and technicians.
Responsibilities:
Maintains and updates communication systems for ANTHC/ANMC. Integrates new telecommunications equipment and software. Maintains and repairs infrastructure systems and related equipment; repairs communications support equipment. Monitors and resolves basic and high level system stability and connectivity problems; performs trouble-shooting to isolate and diagnose system problems; identifies, locates, resolves and repairs problems.
Monitors and maintains telephone and data network switching equipment to include TDM and SIP connected devices and endpoints, wireless voice networks, pager/beeper, overhead paging, and voicemail systems. Provides technical expertise relating to all Telephony systems supported. Engineers, designs, installs, test and certifies voice and data network cabling; updates database of cabling location diagrams.
Modifies and tests communications systems, monitoring systems and test fixtures; develops procedures as needed. Performs preventive maintenance procedures; checks equipment and communications sites; verifies power levels and frequencies are within licensed parameters. Develops system layout, wiring and modification diagrams; performs coverage tests, interference studies and investigates intermittent problems. Maintains accurate records and documents actions are taken within ANTHC’s ITSM system.
Researches regulations, procedures, and technical reference materials. Complies with all ANTHC/ANMC safety policies and procedures, and Occupational Safety and Health Administration (OSHA) rules and regulations.
Coordinates installation and repair work with various contractors, telecommunications providers, and equipment vendors. Oversees and directs other technicians as needed and/or assigned. Reviews technical issues and procedures, and recommends solutions; provides insight and technical strategy for planning of system upgrades.
Assures compliance with approved plans; checks and verifies telecom equipment rooms have sufficient power and backboards meet Telecom Industry Association (TIA) and Electronics Industry Alliance (EIA) standards, in addition to BISCI standards.

KNOWLEDGE and SKILLS
· Knowledge of applicable statutes, rules, regulations, ordinances, codes, administrative orders and other operational guidelines and directives.
· Knowledge of telecommunications hardware and software systems.
· Knowledge with IP telephony, TDM and IP infrastructure.
· Knowledge of TIA, EIA American National Standards Institute (ANSI), and Building Industry Consulting Service International (BICSI) telecommunications codes and standards.
· Knowledge of computer networks and telecommunications equipment infrastructure.
· Knowledge of OSHA rules and regulations.
· Skill in assessing, analyzing, identifying and implementing solutions to technical problems.
· Skill in reading technical diagrams and blueprints.
· Skill in using the techniques, tools and test equipment for troubleshooting, repair and maintenance of telecommunications systems equipment.
· Skill in assessing and prioritizing multiple tasks, projects and demands.
· Skill in operating a personal computer utilizing a variety of software applications.
MINIMUM EDUCATION QUALIFICATION
An Associate's degree in Telecommunications, Computer Science or related field. Progressively responsible professional/craft work experience may be substituted on a year-for-year basis for college education.
MINIMUM EXPERIENCE QUALIFICATION
Non-supervisory - Three (3) years of work installing, maintaining, and repairing commercial telecom systems and equipment. An equivalent combination of relevant education, training, or certifications may be substituted for experience.
PREFERRED CERTIFICATION QUALIFICATION
ADDITIONAL REQUIREMENTS
May be required to work outside the traditional work schedule. Required to serve in on-call status, and may be called out to work off-shift in emergency situations.
Depending education, experience, and certification, the hourly pay scale rate is: $27.00 - $33.50
