Company Background/Overview
In 2024, OSC Global, LLC was formed as a wholly owned subsidiary of Cook Inlet Region, Inc. (CIRI), an Alaska Native Corporation. CIRI’s mission is to promote the economic and social well-being and Alaska Native heritage of its Shareholders, now and into the future, through prudent stewardship of the company’s resources, while furthering self-sufficiency among CIRI Shareholders and their families.
OSC Global, LLC is a parent company to a family of companies that provides IT/cyber enterprise management and professional services to support federal, state, and commercial customers. OSC Global and its subsidiaries employ approximately 500 professionals in the United States and seven other countries.
Position Overview
The Chief Cybersecurity Product and Technology Officer (CCPTO) is primarily responsible for defining, building, integrating and scaling the company’s portfolio of technology and cybersecurity products. This position blends strategic product leadership with operational oversight and business development acumen to ensure the company’s solutions are competitive, innovative and aligned with client missions. Reporting to the CEO and working closely, working closely with executives, business development and individual product owners, the CCPTO will oversee the full product lifecycle from market discovery and design to operationalization and refinement across all technology and cyber offerings.
Key Responsibilities
Product Strategy & Innovation
- Drive program integration of new services and technology products.
- Define and execute the multi-year product roadmap for all cybersecurity and technology offerings across the company’s portfolio.
- Engage with subsidiary executive leaders and individual product owners in the design and enhancement of scalable, repeatable and differentiated solutions.
- Conduct market research, competitive analysis and customer discovery to continuously align offerings with evolving client and regulatory needs.
- Introduce product management best practices across the organization, including product lifecycle planning, backlog grooming, roadmap communication, and metrics-driven improvement.
Product Development & Operationalization
- Translate client missions and contract requirements into modular, value-driven products and service offerings.
- Create and maintain service catalogs, pricing models and reusable solution templates.
- Oversee the packaging of service offerings for both prime and subcontract delivery models, enabling efficient onboarding, execution and scaling.
- Collaborate with delivery teams to operationalize new products, standardize implementation processes and capture feedback for continuous improvement.
Business Development & Client Engagement
- Partner with BD, proposal and capture teams to shape solution offerings in response to RFPs and client engagement opportunities.
- Serve as a key executive interface with customers, particularly in pre-award and early onboarding phases, to articulate product value and tailor solutions to mission needs.
- Support the development of win themes, solution differentiators and content for technical volumes and oral presentations.
- Ensure offerings are positioned to meet federal contracting requirements (e.g., FedRAMP, CMMC, NIST, IL5), where applicable.
Governance, Performance, and Risk
- Work with subsidiaries and product owners to establish product performance KPIs, adopting metrics and client satisfaction benchmarks to guide decision-making and investment.
- Implement governance processes to ensure quality, scalability and compliance across all productized services.
- Integrate feedback loops, knowledge management practices and lessons learned into ongoing product evolution.
- Ensure that all cyber and technology offerings maintain alignment with current compliance frameworks, including NIST CSF, COBIT and others relevant to federal contracting environments.
Knowledge/Skills/Abilities
- Expertise in current technology and latest trends in cybersecurity, information technology, enterprise risk management, mitigation and regulatory compliance and standards such as (e.g., NIST CSF, RMF, COBIT) and federal compliance standards (e.g., FedRAMP, CMMC).
- Strong understanding of government clients, their programs, and plans; keen understanding of business management systems in government contracting including, but not limited to, budgeting, SBA, 8(a), DCAA, FAR and contract requirements.
- Ability to successfully lead teams in agile product development environments or innovation labs.
- Extensive knowledge in product management, executive program management or solution development, including full product lifecycle ownership.
- Executive management qualities, including corporate loyalty, accountability, leadership, self-confidence, motivation, decisiveness, flexibility, integrity, honesty, business ethics, sound business judgment, innovation and determination.
- Strong understanding of third and fourth -party risk management and software supply chain assurance.
- Familiarity with cloud security architecture.
- Strong understanding of operational execution in both prime and subcontracting government delivery models.
- Expertise in product lifecycle management in secure environments.
- Ability to effectively and professionally communicate verbally and in writing, actively listen and interact professionally and productively with all levels of individuals within the organization as well as external stakeholders, clients, business partners, etc.
- Ability to lead operations in a complex, regulated and mission-critical environment-preferably cybersecurity or federal contracting.
- Ability to network and maximize business contacts to identify and secure new opportunities; prepare and develop strategies, proposals and presentations.
- Ability to work with business development teams to develop strategies, proposals and presentations for project pursuits.
- Ability to interface with clients, shape technical solutions, and support business development teams.
- Strong understanding of organizational health and maximizing organizational structure for growth.
- Strong analytical and financial acumen; capable of managing budgets, forecasts and business performance metrics.
- Strong problem-solving and decision-making skills in high-pressure and rapidly evolving environments.
- Ability to use good judgement in choices or conclusions by establishing objectives, gathering relevant information, identifying alternatives, setting criteria for the decision and selecting best option.

Physical Abilities
- Sufficient fine motor skills for the use of computers, calculators with an ability to withstand repetitive keyboarding for extended periods of time.
- Visual and communications ability adequate to perform the essential functions of the job.
- Ability to kneel, bend and twist at the waist on an occasional basis.
- Ability to reach below shoulder height with regular frequency (desk position) and at or above shoulder height on occasion.
- Ability to push, pull, carry and lift objects weighing up to 20 pounds on a regular basis, and greater weights on an occasional basis.
- Ability to travel by vehicle or aircraft, and ability to safely operate a motor vehicle.
Minimum Qualifications
- Bachelor’s degree in Computer Science, Engineering, Cybersecurity or a related field; master’s degree in Technology Management, Cybersecurity, Business Administration, or equivalent
- 10 years’ experience as a senior leader in cybersecurity, IT services, or technology product development; five years of which were in an executive capacity
- Experience in federal contracting environments, including with DoD, IC, or federal civilian agencies
- Ability to obtain and retain top secret government-issued security clearance; active or prior clearance and/or experience working with classified programs preferred
- Ability to pass a background screening
- Ability to travel 50% of the time
