Company Background/Overview
In 2024, OSC Global, LLC (OSCG) was formed as a wholly owned subsidiary of Cook Inlet Region, Inc. (CIRI), an Alaska Native Corporation. CIRI’s mission is to promote the economic and social well-being and Alaska Native heritage of its Shareholders, now and into the future, through prudent stewardship of the company’s resources, while furthering self-sufficiency among CIRI Shareholders and their families.
OSC Global, LLC is a parent company to a family of companies that provides IT/cyber enterprise management and professional services to support federal, state, and commercial customers. OSC Global and its subsidiaries employ approximately 500 professionals in the United States and seven other countries.
Position Overview
The Chief Operating Officer (COO) is responsible for overseeing enterprise operations across the OSCG subsidiaries. Through leadership, management, analysis and long-term vision, the COO ensures operational controls are in place to effectively grow the organization while ensuring financial strength, operating efficiency and risk management resiliency.
The COO serves as a member of the OSCG’s Executive Management team advising the President and Chief Executive Officer on overall policy and strategy of OSCG and its subsidiaries. Additionally, the COO will play an active role in OSCG business development endeavors, ensure compliance with federal contracting regulations, promote operational excellence, and enable the efficient, high- quality delivery of services across a geographically dispersed workforce. The COO also represents OSCG at the CIRI level in public relations and community events.
Key Responsibilities
- Oversee OSCG’s subsidiary operations to ensure short- and long-range business and investment goals and objectives intended to produce financial growth are on track.
- Ensure alignment between division priorities and OSCG’s strategic goals.
- Monitor key performance indicators (KPIs) and conduct regular operational reviews to assess project health, ensure contract compliance and identify opportunities for improvement across service delivery.
- In conjunction OSCG’s subsidiary executives, establish revenue growth, and return on investment objectives and performance targets are in place to achieve the objectives; annually assess and integrate bid and capture budget and resource allocation to support the annual growth plan.
- Ensure timely and appropriate reporting of operational issues throughout the OSCG subsidiaries.
- Foster a culture of accountability, continuous improvement and professional growth among workforce through dedicated mentorship and guidance.
- Ensure regulatory and government contract compliance.
- Work with the OSCG executive team to:
- Shape organizational vision and growth initiatives.
- Create annual budgets that meets company objectives based upon AOP, STRAP and focus on project execution, R&D and innovation for government applications, driving growth objectives.
- Identify and support market opportunities based on customer needs.
- Serve as a strategic advisor to the President and CEO and Board of Directors.
- Identify opportunities for innovation, performance improvement and operational excellence in support of long-term sustainability; build clear, scalable programs/systems to drive continuous improvement and sustainable growth across OSCG and its subsidiaries.
- With the President and CEO and other members of the executive management team, develop policy guidelines for overall corporate strategy.
- Lead strategic integration of new programs, acquisitions and initiatives into OSCG’s operational framework.
- Develop internal audit and quality assurance processes to monitor compliance readiness.
- Review the execution of major government contracts and programs from award through delivery.
- Collaborate with the leadership team to ensure that programs meet quality standards and performance metrics.
- Prepare reports for distribution to the President and Chief Executive Officer, as well as the Board of Directors, regarding performance in areas of responsibility and special initiatives.
- Ensure OSCG’s Enterprise Risk Management program is designed to protect its own and subsidiary assets and operations.
- Provide insight and guidance on operational risks, capabilities and resource alignment to inform strategic mitigation and decision-making.
- Promote a risk-aware culture through training and oversight.
- Maintain lessons learned library.
- Develop and maintain strategic relationships and represent OSC Global with clients, investors business partners and within the community.
- Participate in activities that will enhance corporate prestige and fulfill OSCG’s obligation as a member of the business community.
- Represent the division in external meetings, presentations and audits.
- Cultivate trust and transparency with clients, regulators and key partners.
- Represent the organization with professionalism, confidentiality and integrity.
- Engage in business development efforts focused on identifying and pursuing viable new investment opportunities; ensure capture strategies and resource allocation align with pursuits.
- Respond to government and third-party audits with appropriate documentation and process clarity.
- Develop and lead senior operational staff across functions and locations, combining excellent communication skills through strategic recruitment, retention of high-performing individuals and effective team and structure design.
- Serve as liaison between OSC Global operations and CIRI corporate leadership.
- Perform other duties as required and assigned by the President and Chief Executive Officer.
Knowledge/Skills/Abilities
- Expertise in current technology and latest trends in cybersecurity, information technology, enterprise risk management, mitigation and regulatory compliance and standards such as NIST, CMMC and ISO.
- Deep knowledge of the federal acquisition regulations (FAR).
- Ability to effectively and professionally communicate verbally and in writing, actively listen and interact professionally and productively with all levels of individuals within the organization as well as external stakeholders, clients, business partners, etc.

- Ability to lead operations in a complex, regulated and mission-critical environment-preferably cybersecurity or federal contracting.

- Ability to work with business development teams to develop strategies, proposals and presentations for project pursuits.

- Strong problem-solving and decision-making skills in high-pressure and rapidly evolving environments.
- Strong knowledge of government clients, their programs, and plans; keen understanding of business management systems in government contracting including, but not limited to, budgeting, SBA, 8(a), DCAA, FAR and contract requirements.
- Strong marketing experience; ability to identify and secure new business opportunities.
- Experience running and growing a successful business group/operation.
- Ability to use good judgement in choices or conclusions by establishing objectives, gathering relevant information, identifying alternatives, setting criteria for the decision and selecting best option.

Physical Abilities
- Sufficient fine motor skills for the use of computers, calculators with an ability to withstand repetitive keyboarding for extended periods of time.
- Visual and communications ability adequate to perform the essential functions of the job.
- Ability to kneel, bend and twist at the waist on an occasional basis.
- Ability to reach below shoulder height with regular frequency (desk position) and at or above shoulder height on occasion.
- Ability to push, pull, carry and lift objects weighing up to 20 pounds on a regular basis, and greater weights on an occasional basis.
- Ability to travel by vehicle or aircraft, and ability to safely operate a motor vehicle.
Minimum Qualifications
- Bachelor’s degree in Business, Cybersecurity, Operations Management or related field required; Master’s degree in related field strongly preferred.
- 10 years’ progressive experience in the defense/aerospace industry.
- 10 years’ experience in senior leadership roles, 5 of which were in an executive capacity.
- Work experience that illustrates a strong understanding of Federal government acquisition processes and requirements.
- Experience working with Alaskan Native Corporations preferred.
- Prior military service preferred.
- Experience working with classified programs preferred.
- Ability to obtain and retain top secret government-issued security clearance.
- Ability to pass a background screening.
- Ability to travel 50% of the time.
