We are searching for an experienced HSE Manager at our Palmer HQ facility. 

Primary Duties and Responsibilities: 

 

Formulates, develops, and manages safety and loss control functions of the organization. Designs and directs programs to reduce accidents, occupational illnesses, and exposure to long-term health hazards through safety-training of supervisors/managers, field personnel, planned inspections, skill training, injury management, emergency preparedness, proper job instruction, new employee indoctrination, physical protection, planned job observation, rules & best practices, job analysis/procedures, disposal procedures, and personal protective equipment. Maintains compliance with governmental regulatory agencies. Responsible for identifying causes of past accidents and implementing corrective actions in coordination with supervisors/managers.

SPECIFIC TASK DESCRIPTION

  1. Performs formal and informal work-site audits and/or inspections regularly, according to industry standards.
  2. Develops and promotes a cooperative workplace safety culture throughout the organization.
  3. Develops, implements, directs, and coordinates the organization’s Health, Safety, Environmental & Training (HSET) program.
  4. Supervises HSE inspection program of facilities, work sites, and equipment to identify and correct potential or existing hazards.
  5. Develop analysis and reporting on key HSET metrics to measure MTA’s safety program performance.
  6. Studies and interprets Federal, State, and Local regulations pertaining to HSE to ensure compliance with such regulations.
  7. Collects and submits reportable safety data or information for Federal, State, and Local agencies.
  8. Complete research and develop environmental and safety risk analysis and mitigation plans as required.
  9. Supervise, mentor, and oversee the professional development of the HSE Technician, and Safety intern positions.
  10. Develops and maintains MTA Standard Operating Guidelines (SOG) for HSE areas to assist other departments in complying with regulations.
  11. Directs, conducts, or works with the HSE Technician to provide education and training, new hire safety orientations and required First Aid/CPR/AED courses. These courses include but are not limited to:  Pole top rescue, Personal Fall Arrest Systems, Trenching safety, Confined Space Entry procedures, Lock-out and Tag-out procedures, Personal Protection Equipment selection and use, Spill Response training and First Aid/CPR/AED education.
  12. Supervises the coordination and education of personnel on the Hazardous Material Spill response program.
  13. Directs or coordinates with the HSE Technician the Worker’s Compensation Program including investigation of the injury incident and proper and timely reporting to the State Worker’s Compensation Board and to the current WC Insurance Carrier. 
  14. Directs investigation of or investigates near misses, accidents/incidents, and vehicle crashes/incidents and initiates behavioral, environmental, or training corrections to prevent future occurrences.
  15. Prepares and manages annual budget for the Safety department.
  16. Supports as required the development of MTA’s business continuity/disaster resumption program, particularly with Emergency Response and Business Resumption (HSE Department).
  17. Provides technical advice to MTA personnel and coordinates between the Association and local, state, federal and industry agencies and personnel concerned with safety.
  18. Strives to provide a superior customer experience to our internal and external customers.
  19. Performs other duties as assigned.



Required Qualifications:

 

 

EDUCATION:

Bachelor’s degree required; emphasis in Safety/Environmental, preferred. Equivalent professional certifications requirement with five (5) years progressively responsible experience in safety; partial substitution of experience for education may be considered.  Board of Certified Safety Professional (BCSP) certification(s) such as CSP, ASP, CHST, OHST are highly preferred.               

WORK EXPERIENCE:

Must have a least five years work experience post-college in the safety and occupational health field with extensive knowledge of the Federal HSE regulations covering telecommunication utilities.  A familiarization with the State of Alaska OSHA supplemental regulations and of the State of Alaska Worker’s Compensation System is required.
