The primary responsibilities for this position are to provide field support to the workforce for occupational safety and health issues such as hazard identification, evaluation and mitigation, application of company safe work practices and PPE selection and to provide HSE training.  Other responsibilities for this position include safety and emergency response equipment readiness and implementation of the HSE training program.  Some travel is required (10%). This position is a full-time Valdez based position at the Petro Star Valdez Refinery and is based on 40 hour work week, with occasional overtime annually for Turnarounds.

ESSENTIAL DUTIES AND RESPONSIBILITIES (and other duties as assigned)

1. Perform job duties within an Oil Refinery ranging from simple to complex occupational safety and health operational support.
2. Conduct Occupational Safety Audits for the 3 primary operations units in Valdez.  (Petro Star Valdez Refinery, Valdez Petroleum Terminal, and North Pacific Fuel)
3. Conduct Job Hazard Analysis’s (JHA) and Personal Protective Equipment (PPE) assessments as necessary
4. Conduct Employee Exposure Monitoring as necessary
5. Write and update safe work practices/procedures as assigned
6. Participating in Process Hazard Analysis’s (PHA)
7. Conduct Management of Change reviews for potential impact to health and safety and required by OSHA Process Safety Management regulations.
8. Conduct and/or participate in incident investigations.
9. Provide technical assistance to the workforce in solving health and safety exposure and compliance issues.
10. Evaluate and identify adequate PPE for both routine and special activities
11. Maintain adequate PPE inventory.
12. Assist in maintaining facility emergency action and pre-fire plans
13. Oversee and conduct regular inspections of all emergency response equipment
14. Conduct Emergency Response Drills with PSI Employees
15. Assist in the development and implementation of training curriculums and outlines for health, safety and emergency response.
16. Conduct health, safety and emergency response training
17. Maintain health and safety training files in the learner management system  
18. Maintain all mobile air monitoring equipment and provide user training
19. Provide field support and expertise to the workforce in the areas of safe work practices
20. Provide contractor site safety training as well as oversight and support for safety related issues while working at Petro Star facilities
21. Provide HSE support for other Petro Star facilities as requested

EDUCATION and/or EXPERIENCE

1. High School Diploma.
2. Valid Alaska Driver’s License.
3. Current OHST, CHST or similar credentials or ability to acquire within one year.
4. Minimum five years’ experience in the field of occupational health and safety or industrial emergency response required.
5. Minimum five years’ experience in the development, implementation and delivery of professional safety training.
6. Demonstrated proficiency in the current version of Microsoft Office and good technical writing skills.
7. Working knowledge of all relevant state and federal regulations and industry standards such as American Petroleum Institute (API), National Fire Protection Association (NFPA), OSHA.
8. Continuing education in occupational health and safety, fire prevention and protection.
9. Conduct training on Hazardous materials and spill response.
10. Experience in conducting job safety analysis or similar.
11. Training and experience in participating in incident investigations teams.
12. Experience in an industrial setting preferred.

LANGUAGE SKILLS

Ability to read and interpret documents such as safety regulations, safety policies, operating and maintenance instructions, and procedure manuals.  Ability to write routine reports and correspondence.  Ability to speak effectively before groups of employees or customers.

MATHEMATICAL SKILLS

Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percentage and to draw and interpret bar graphs.

REASONING ABILITY

Ability to apply critical thinking to carry out instructions furnished in written, oral, or diagram form.  Ability to thrive in a dynamic work environment and adapt quickly to changes.

The work environment is approximately 50% in an industrial setting and 50% in a busy office setting.  The noise level in the work environment is moderate to high.  While performing the duties of this job, the employee will be exposed to outside-weather conditions and may be required to travel in small and large commercial aircraft.
