Summary:
While working independently or under minimal supervision, install, inspect, troubleshoot, and repair complex plumbing systems, components, equipment, and facilities in rural Alaska. Perform plumbing tasks professionally while following all applicable plumbing codes, regulations and engineered plumbing systems.

Responsibilities:
ALL

Inspects, installs, repairs and replaces plumbing systems per current Uniform Plumbing Code (UPC); installs plumbing systems per engineer’s design following standard construction documents.

 

Ensures compliance with safety, building code and inspection requirements and that the Site-Specific Safety Plan is followed.

 

Estimates time and material costs for plumbing installation and repair. Keeps track of inventory of materials onsite, control onsite materials including proper storage procedures. Coordinates duties with other onsite Field Crew.

 

Communicates completed and planned project work with on-site project lead. Maintain basic documentation and prepare reports; provide guidance to lesser experienced workers; understand and adhere to industry-standard safety protocols.

 

Journeyman Plumber II & III

In addition to the duties of Plumber I, incumbents at this level will prepare material take off orders; estimate job costs; and build schedules.

 

Incumbents will plan, lay out, direct and inspect plumbing apprentices and other workers engaged in plumbing installation and repair work.

 

Identifies plumbing and safety problems applicable to the installation and takes necessary corrective action using appropriate parts and tools.

 

Journeyman Plumber III

Incumbents will work closely with the mechanical administrator, construction managers, project engineers, and project superintendent to plan, lay out, direct, and inspect the work of Plumbers and others engaged in plumbing installation and repair work.

 

Ensure that the work is completed in accordance with the plans and specifications.

 

Review construction schedules and budgets and may be assigned as project leads on plumbing and mechanical projects.

 

Serves as a subject matter expert and role model for the employees they lead.

 

Performs all job family duties and supports training, scheduling staff and project workflow.

 

Assists the manager in guiding, mentoring and delegating duties to lower-level incumbents.

KNOWLEDGE, SKILLS, ABILITIES:

Knowledge of Alaska Native cultures and rural Alaskan communities.

Knowledge of sanitation facilities (water and sewer) construction.

Knowledge of rural Alaska logistics, conditions, and construction materials.

Knowledge of cold weather construction.

Skill in interpreting written plans and specifications.

Skill in preparing plumbing material take-offs for material ordering.

Skill in communicating effectively with engineers, other field staff and community employees and residents.

Ability to determine materials needed for the project and prepare cost estimates.

Ability to perform the full range of plumbing and mechanical tasks independently.

Ability to interpret and follow plumbing code and specifications such as blueprints, manuals, sketches, and work orders.

 

MINIMUM EDUCATION QUALIFICATION

All

High school Diploma or GED

AND

Completion of approved Plumber Apprenticeship Program.

 

MINIMUM EXPERIENCE QUALIFICATION

Journeyman Plumber I: Non-supervisory – Certificate of Fitness as Plumber Journeyman.

 

Journeyman Plumber II:

Non-supervisory - Four (4) years of experience and a current Certificate of Fitness as Journeyman Plumber.

 

Journeyman Plumber III:

Non-supervisory - Eight (8) years of experience and a current Certificate of Fitness as Journeyman Plumber and two (2) years’ experience with the Alaska Tribal Health System or other force account method of rural (non-road) plumbing experience.

 

MINIMUM LICENSE QUALIFICATION

Current State of Alaska Journeyman Plumber license issued by the State of Alaska Department of Labor and Workforce Development.

Required to possess an Alaska driver’s license with a clean driving record.

 

PREFERRED EXPERIENCE QUALIFICATION

Journeyman Plumber III:

Supervisory – Two (2) years minimum supervising journeyman and/or apprentice Plumber.

 

ADDITIONAL REQUIREMENTS

May be required to work outside the traditional work schedule.

May be called out to work off-shift in emergency situations.

According to the organization's needs, some incumbents in this job class may be required to obtain technical certifications and programming language skills. Requires frequent travel to and within remote locations by small plane, boat, snowmobile, or ATV.
