Contracts Specialist, Logistics - Estimated 12 Month Contract

Position Overview:

  • As a key member of the Willow Supply Chain team the position is accountable for sourcing, formation (pre-award) and administration of logistics and construction support infrastructure contracts for the Willow development. This position ensures contractual and commercial compliance to CPMS, Corporate and Project requirements for the following major scopes:
    • Ground transportation
    • Air transportation
    • Barge transportation
    • Materials management
    • Construction support services
  • Position is responsible to collaborate and interface with key project management team members, AKBU representatives, Corporate SME(s) and Contractors to successfully source and manage contracts that ultimately meet the intended results of quality, cost and schedule delivery requirements of the Willow project.
  • Position reports to the Willow Supply Chain Manager with an indirect reporting line to the Willow Logistics Manager


Responsibilities:

  • Works as a member of a Willow logistics team to develop and execute a comprehensive logistics strategy that aligns to the overall Willow Project requirements
  • Lead specific sourcing and contracting efforts for execution of project contract strategy requirements while meeting critical project schedule deadlines
  • Coordinates and assists Construction Management and Project Supply Chain personnel with the development, implementation, and administration of assigned contracts
  • Gather market and contractor information through market intelligence and RFIs
  • Analyze suitability of potential contractors in accordance with Company and project specific contractor qualification criterion
  • Responsible for contract formation (pre-award) of contracts, including but not limited to terms & conditions, contract commercial schemes and contract exhibits
  • Development and recommendation of supplier negotiation strategies
  • Ensures compliance by contractors to the terms and conditions and commercial structure of contracts
  • Responsible for contract administration including contract changes, claims and documentation
  • Successful management of contract interfaces on the project: contracting, purchasing, expediting, QA/QC, logistics, materials management and other project functions
  • Collaborate with the Corporate and BU Supply Chain organizations
  • Works together with Project Services (e.g. cost control, planner, etc.) to monitor contract value against expenditures and invoice rate validation
  • Responsible for development and participation in post award contract requirements, including creation and administration of transportation management plans and other contract plans
  • Responsible for closing-out of contracts to release contractor and related claims
  • Responsible for effective transition and handover of contract documentation and other requirements for operational start-up


Qualifications:
Required

  • Bachelors’ degree in Business, Finance, Supply Chain, Engineering
  • Minimum of 6 years of Supply Chain Management experience, including a minimum of 5 years logistics and contracts experience
  • Advanced understanding of commercial strategies and market dynamics
  • Experience in contracting and procurement for engineering, procurement, and construction for major upstream capital project activities
  • Proven ability to lead strategies, negotiations, and deliverables for complex scopes and large spend (greater than $10MM) contracts
  • Strong negotiations skills and ability to effectively apply analytical tools, concepts, and methods
  • Effective communication and interpersonal skills required to work in a dynamic project team environment and be influential
  • Ability to analyze/interpret information effectively to solve problems and recommend decisions
  • Ability to fully understand contract ramifications to HSE and Quality

Preferred

  • 10 years or more of Supply Chain experience with logistics and contracting emphasis
  • Strong knowledge of transportation industry
  • Previous experience in developing transportation management plans
  • Previous experience of working in remote Arctic or offshore environment
  • Local Alaska market exposure
