JOB SUMMARY:
The Government Relations Liaison is responsible for developing, coordinating, and carrying out activities regarding Federal, State, and local government relations. This position also monitors and reports detailed analysis on proposed legislation, builds and maintains relationships with business organizations and different levels of government, as well as works on complex special assignments.

ESSENTIAL FUNCTIONS:
•Design and implement short and long-range goals, objectives, policies, and operating procedures for the government relations program to promote Calista's position(s) on legislative policies and projects; monitor and evaluate program effectiveness, and make appropriate changes.
•Administer daily operations related to governmental affairs support while keeping the President/CEO informed.
•Conduct detailed research and analyses of potential legislative decisions impacting the economic development, infrastructure, and business of Calista: •Identify stakeholders and potential alliances; organize and secure appropriate "Letters of Support," legislative calls, and credible testimony from business partners, villages, tribal councils, other affected entities, the public, and agencies to support Calista's priorities on appropriation requests and legislative policies;
•Prepare detailed policy position reports;
•Make specific recommendations arising from Federal regulations and State laws.

•Educate, inform, and advocate on Calista issues of importance to agencies, businesses, and lobbyists.
•Maintain communications with leadership, business subsidiaries, organizations, constituency groups, State and Federal agencies including the legislature, Congressional delegation, and lobbyists, to provide visible, effective, and timely representation of Calista's positions.
•Coordinate, prepare, and complete Calista's annual government relations budget to include State and Federal budget appropriation project request documents, supporting materials, economic impact justification, and other materials.
•Oversee and coordinate legislative bill tracking and analysis, committee hearing testimony, and regular updates to leadership and constituency groups regarding the status of Calista's project and policy priorities at State and Federal governmental levels.
•Oversee and coordinate complex interactions and relationships with legislators, legislative staff, other local and state officials, staff of DC congressional delegation, federal agency staff and other government officials. •Work with Congressional staff to procure meetings with key US Senators, Representatives and staffers during trips to Washington DC and the State Capital.
•Facilitate interactions between Executive team, businesses, agencies, and Federal, State, and local Government.
•Accompany participants on visits.
•Prepare presentations for team to respond to Executive, Congressional, and local elected officials' questions, and represent Calista's positions and interests; execute presentations as requested by the Executive team.

•Direct the selection, evaluation, and activities of contract lobbyists in carrying out tasks and goals; inform lobbyists of events that may impact decisions in Washington DC, State Capitol, and regional levels.
•Organize, coordinate, and oversee special events and region tours involving Federal, State, and local government officials,
•Lead or serve, as assigned, on other special projects and initiatives, including:Workforce Development, Region Capital Improvement Planning, and Business Development Strategy.
•Serve on related policy committees and task forces as the Calista representative with external agencies and business advocacy groups.
•Work in a constant state of alertness and in a safe manner.
•Perform other duties as assigned.
•This position in the future may perform the following functions: •Create and lead a Public Advocacy and Engagement Committee.
•Establish a regional policy center to promote education and research of regional socio-economic and development issues.
•Establish a Y-K Delta Business Roundtable to enhance regional economic activity.
•Expand Calista's direct lobbying within Washington D.C. and Juneau.
•Establish a Calista region Political Action Committee

SUPERVISORY RESPONSIBILITIES:
This job may supervise contractors and vendors, as well as assigned staff.

•Ability to use standard business computers and applications with proficient knowledge of Microsoft Office Suite software.

QUALIFICATIONS:
•Bachelor Degree in Public Administration, Political Science, Business, or a closely related field.
•Minimum of seven years' experience with a public agency in transportation or energy planning, policy analysis, intergovernmental relations, or related fields.
•Successful for-profit business management experience.
•Proven experience analyzing complex and sensitive intergovernmental issues, developing, and making recommendations to executive senior level staff and implementing decisions in compliance with corporate policies.
•Ability to travel up to 40% of the time.
•Valid state driver's license and be qualified to operate a vehicle under the conditions of Calista's Driving Policy.
•Able to speak Yup'ik preferred.
•Ability to pass a drug, driving and background screening.


WORKING ENVIRONMENT:
The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. The Administration team has a fast paced, multi-tasking, customer-service oriented environment. Although the standard work week is 40 hours, additional time may be required to meet work demands or meet deadlines especially during legislative sessions. Additionally, work priorities may change on short notice. This is an externally focused job often requiring travel to the state capitol, other communities, and Washington, D.C. This position also juggles multiple priorities requiring the ability to work with flexibility, alertness, efficiency, while keeping track of what's going on.
